Our Mission

Pontchartrain Partners, LLC is committed to the planning, design and construction of Federal and municipal civil works projects. Pontchartrain is a Service Disabled Veteran Owned, Small Business that relies on the expertise of former military and civilian employees of the U. S. government in the areas of Construction Management, Quality Assurance, Project Management and Engineering Design. The principal owners have over 50 years of combined experience as construction and project managers. The team is comprised of engineers, former military officers, supervisors, economists, planners and quality assurance representatives. Pontchartrain Partners, LLC has built a network of Federal, State and local contacts as well as both private and public partners.

Tim Jarquin
President, Chief of Program and Project Development

Tim Jarquin is a Retired Staff Sergeant with a Bachelor of Science in Civil Engineering. He has worked with private firms/government regulatory agencies for over fifteen years utilizing his project management and engineering design skills to ensure successful construction projects. He has extensive experience in vertical building design and construction, pump station operations, coastal impact projects, levee construction (including inspections) and FEMA disaster operations to name a few. His relationship/interaction with local, state and federal agencies has proven to be a successful tool in his career.

Mr. Jarquin is currently working with the USACE Hurricane Protection Office in New Orleans as a Project Engineer. Various duties include ensuring the implementation of plans and specifications, managing quality assurance inspectors and regulating project cost reviews in order to maintain project budgets, schedules and deliverables. Specific software including Resident Management System (RMS), Project wise, AutoCAD, Primavera and Cost link are essential for daily activities to be accomplished.

Danny Blanks
President, Chief of Operations

Danny Blanks is a Lieutenant Colonel in the U.S. Army Reserve with over 20 years of experience as a engineer officer. He has worked on military and civil works projects as a platoon leader, company commander, construction manager and project manager. In Iraq LTC Blanks served as operation officer for billions of dollars in reconstruction projects for the U.S. Army Corps of Engineers. After Iraq, he served as the operation office/S-3 for the U.S. Army Corps of Engineers Recovery Field Office following hurricane Katrina and Rita where he managed the debris clean up and demolition missions.

As an independent contractor for the U.S. Army Corps of Engineers in the Hurricane Protection Office, LTC Blanks manages projects totaling well over 1.5 billion dollars. He provides oversight for a construction management branch with specific emphasis on quality assurance, quality control, and operation of various construction projects. LTC Blanks has mastered the Corps' Resident Management System (RMS), ProjectWise, and the Corps of Engineers Financial Management System (CEFMS).

Bart Cook
Vice President, Operations Manager

Bart Cook is a Professional Engineer in the State of Louisiana who has worked in the heavy civil construction field on the private/government side for over ten years. He has extensive experience with managing large scale federal projects ranging from coastal restoration projects, levee construction projects (T-wall and Earthen), deepening of navigable channels, debris cleanup, and other site development construction activities. He has broad intelligence with estimating and managing debris cleanup due to hurricanes Katrina and Gustav.

Mr. Cook is currently working on a $150 million IDIQ contract with the Hurricane Protection Office in New Orleans where he has been involved in contract administration, developing the execution plans, and negotiating all task orders to provide construction management, quality assurance, scheduling, and project engineer work for over $1.2 billion worth of construction in St Bernard parish. He is tasked with training all Quality Assurance Representatives and project engineers of their duties to be performed, government procedures, Resident Management system, document control on site.
